Abstract

This book studies municipal finance in Brazil’s first century of independence, 1822-1930, to investigate how the fiscal structure of the Brazilian state affected public investment in social overhead capital. The responsibility for these investments was given to the municipal governments, while the fiscal structure allocated very few revenues to pay for them. The book investigates how this affected the ability of the local government to fulfill its mandated responsibilities, and what effect this had on Brazilian social and economic development.
