Abstract

The US Constitution is difficult to amend and has only been amended 27 times. As a result, groups and officials seeking to make changes in governance generally do not focus on enacting federal amendments. However, the 50 state constitutions are more easily amended; in fact, the current state constitutions have been amended on average 150 time apiece.
