This chapter examines the structure of the anti-German counterespionage of France. It explains that all counterespionage organization in Vichy France worked against both the Axis and the Allies and even counterespionage measures aimed primarily against the Germans were not entirely independent from the collaborating Vichy government. This chapter also discusses the work of the Cinquième Bureau, established in 1940 under the leadership of Colonel Louis Rivet.
