Shaping Future Rules for Trade in Services
Lessons from the GATS
This chapter evaluates the prospects for liberalization of trade in the services industry through the General Agreement on Trade in Services (GATS) based on the experience of countries in East Asia. It identifies the problems inherent in achieving open multilateral trade in services and suggests that multilateral cross-sectoral liberalization of services trade is not feasible. This chapter argues that it is possible to make improvements in the GATS and make it a more effective instrument of trade liberalization.
