Introduction and Summary
This volume represents the second stage of a research project to study the relationship between social security provisions and retirement. The first stage of the project, reported in Gruber and Wise (1999), documented the enormous disincentives for continued work at older ages in many countries. The analysis also revealed a strong correspondence across countries between social security program incentives to retire early and the proportion of older persons who have left the labor force. In this second stage, researchers turn to country-by-country analysis of retirement behavior based on micro-data. This introductory chapter begins with a background on the first stage of the study. It then discusses the analysis and issues addressed in the second state of the study.
