Chapter three introduces the setting of the study: Nishiyama, a medium-sized city located in northern Japan. After presenting a broad overview of the area, it describes in detail the six schools that comprise the focus of the study. It also considers the way that reform policies have been studied and implemented in the past. Finally, the chapter summarizes the research methods that guided the study.
