Chapter 1 introduces this book. After a brief reminder of the historical debates about the role that transparency and opacity have played in international affairs, it raises the main questions addressed by this book, which deal with how transnational legal regimes in the field of international security can be set up and how they evolve over time. Then, it describes how each chapter goes on to answer these theoretical and historical questions.
