This chapter highlights the changes in American grand strategy in relation to changes in the international environment in the second term of president Ronald Reagan. The chapter starts with a short discussion of the 1980 elections of Reagan as a reflection of how the international system may affect domestic debates. In both the cases of Carter and Reagan, U.S. grand strategy changed during the presidential term itself—even if in opposite directions—in response to major systemic changes.
