Early plans envisioned a network of parkways, not the huge freeways that were built. This chapter suggests modifying existing freeways via elevated lanes, tunnels, deck and lids, to close gaps and add some capacity without destroying any more neighborhoods. Congestion would be addressed via networks of express toll lanes. Managed arterials would supplement the revamped freeways.
