A pair of pioneering projects, in California (SR 91) and Virginia (Dulles Greenway) applied the European toll concession model, in the late 1990s. But the early model of “private toll roads” was unpopular. Virginia invented the transportation public-private partnership (P3), and this led to many more projects. Foreign investors discovered the U.S. market due to long-term P3 leases of the Chicago Skyway and the Indiana Toll Road.
