This chapter discusses how the terror from the September 11 terrorist attacks was made into war. It describes how the U.S. government exploited the general continuity of our beliefs and institutions and the specific continuity of its own people, methods, and aspirations. Although there are questions about whether the attacks were acts of war or merely criminal or immoral violence, the statements of President George W. Bush and the actions of Congress qualified the attacks as war.
