(p.171) Chapter 6 Germany: A “Middle of the Roader”
Foreign Aid
University of Chicago Press

This chapter discusses the history and evolution of German foreign aid, the profile of which over the second half of the twentieth century reflects its three main purposes: development, diplomacy, and commerce. Development emerged over time as the predominant purpose, but the others by no means disappeared. To understand the evolution of German aid, it is critical to understand the nature of German political institutions, for they have had a significant indirect effect on the purposes of that country's aid.
