This chapter examines the changes in electricity generation efficiency in the U.S. brought about by restructuring. It discusses the various channels through which deregulation can reduce costs of procuring electricity and explains that many of the benefits of deregulation will not be felt in the short run. This chapter also identifies the specific aspects of electricity production that can be affected by deregulation and proposes possible approaches for measuring the effects.
