This chapter sums up the key findings of this study on the deregulation of the electric industry. It highlights the need to design wholesale and retail markets that send the proper price signals on the value of adding new generation and transmission assets. This chapter also suggests that electricity restructuring must assure adequate reserve capacity to meet peaks in demand or unanticipated plant outages and it must address the question of how new transmission decisions should be made.
