This introductory chapter provides a primer on electricity in order to explain how economists think about deregulation and to preview the contents of the rest of the book. The first section of this volume describes experiences and case studies in electricity restructuring and the second section is about policies for successful market design. The specific topics covered in this book include the difficult transition to competitive electricity markets in the U.S., the restructuring of the electricity industry in England and Wales and the oversight restructured electricity markets.
