This chapter discusses the recommendation of the International Law Commission to create an international framework that would come up with regulations to protect fish resources from waste or extermination on the high seas. It also discusses the proposal of the United States for an international conference to pave the way for an international agreement on the freedom of the seas. The conference was proposed to forestall Latin American attempts to develop fragmented or regional international laws. The conference eventually took place in Rome and was hosted by the Food and Agriculture Organization (FAO) of the United Nations.
