The American fishing industry was one of the many domestic American industries that came into conflict with U.S. foreign policy. This chapter discusses the conflict that arose after the drafting by Wilbert Chapman of two treaties dealing with Pacific fisheries. It also describes the discussions between SCAP and the Japanese government over fisheries issues.
