This chapter discusses the formation of the Pacific Exploration Company, which engaged in exploratory deep-sea fishing on the continental shelf off the coast of Alaska. It also describes the Truman Proclamations, the first of which dealt with the discovery of offshore oil deposits. The second proclamation dealt with fish, declaring that the United States had the right to establish conservation zones to protect fish in areas where fishing activities were fully developed.
