This chapter discusses the decline of fish populations and the early attempts to manage fishing. It focuses on the International Fisheries Commission and the work of its director, William F. Thompson, one of the most widely known and respected fishery scientists in North America. The chapter also describes the publication of Thompson’s “Report No. 8,” which investigates the biology of halibut and effects of fishing in the halibut stocks.
