This chapter addresses the question, how can a system be designed to provide school leaders real and sustainable autonomy? What are the limits of autonomy and the reciprocal duties of schools and government? This chapter argues that effective K-12 governance must do more than describe how government will oversee schools. It must also say what freedoms schools will have and how far those freedoms extend. This chapter describes in details schools’ rights and obligations under a constitutional governance system and shows how the use of contracting can help protect schools’ autonomy.
