This chapter outlines the more recent division of our world into its “civilized” and “uncivilized” spheres, and discusses the standards of civilization for the late twentieth and early twenty-first centuries. It shows that the ideas and concepts of civilization, progress, universality, and modernity remain both salient and powerful when it comes to explaining and justifying policy making and decision making. The chapter also evaluates theoretical and functional arguments put forward by proponents of standards of civilization for the contemporary era.
