Public higher education cannot be turned around unless the right kinds of leaders are calling the shots. This chapter describes the crucial role of leadership in public higher education. Realistically, no substantive change in public higher education can come about unless those empowered to make changes—governing boards, system heads, and university presidents, and chancellors—are committed to doing so. But the mechanisms for choosing higher education's leaders tend to attract people who know how to play the game but do not have the instincts for changing the rules of the game. The chapter proposes that governors and governing boards revise their hiring and appointing practices and also expand and codify their performance expectations for those chosen. Because college and university presidents and chancellors obviously are crucial to reforming public higher education, particular attention should be given to their role.
